5. Registration of vehicles
(1) The Commissioner shall keep and maintain a register of
motor vehicles and trailers.
(2) Except as provided in this Act, no person shall use,
cause or permit to be used on a road or otherwise a motor vehicle or trailer unless—
(a) it has been registered in accordance with this Act;

(b) its registration has not been suspended or cancelled;
and
(c) it carries a registration mark displayed in the prescribed
manner.
