63. Appeals to Magistrate (1) An appeal to a District Magistrate under section 20 shall be by way of plaint with summons, and shall be heard and determined according to the procedure prescribed by the District and Intermediate Courts (Civil Jurisdiction) Act. (2) The plaint shall state the grounds of appeal and shall be lodged within 21 days of the date of notification of the decision of the highway authority.
