7. Public roads dedicated to public use
(1) All public roads shall be deemed to be dedicated to public use, subject to such restriction of use as may be prescribed.
(2) A highway authority may enter and, subject to this Act, carry out any
works and exercise any powers in relation to a public road for which it is responsible.
