3. Penalty
Any person who contravenes any regulations made under section 2 shall
commit an offence and shall, on conviction, be liable for each offence to a
fine not exceeding 100 rupees and, in the case of a continuing offence, to a
fine not exceeding 25 rupees for every day during which the offence continues after conviction.
