17. Estimates
(1) Subject to subsection (2), the Fund shall, not less than 3 months
before the end of every financial year, submit to the Minister an estimate of
the income and expenditure of the Fund for the next financial year for his
approval.
(2) The Minister may approve only part of the expenditure under any item
and direct the Board to amend the estimates in respect of any other item.
