25. Offences
(1) Any person who knowingly contravenes or fails to comply with this
Act or any regulations made under it shall commit an offence and, unless
otherwise expressly provided, shall, on conviction, be liable to a fine not exceeding 5,000 rupees.
(2) The proceedings for an offence against this Act may be instituted by
the Registrar or any person authorised by him.
