4. Powers of Society
(1) Subject to subsection (2), the Society shall exercise its powers
through the Committee.
(2) The Society shall not contract for any capital expenditure or borrow
money without the sanction of the Minister where the value of the expenditure or of the loan exceeds 1,000 rupees in any financial year.
