9. Civil proceedings in District Court
(1) Subject to this Act and to any enactment limiting the jurisdiction of a
District Court (whether by reference to the subject-matter of the proceedings
to be brought or the amount sought to be recovered in the proceedings or
otherwise), any civil proceedings against the State may be instituted in a
District Court.

(2) Any proceedings, by or against the State in a District Court, shall be
instituted and proceeded with in accordance with rules made under this Act
and not otherwise.
