10. Meetings of Committee
(1) The Chairperson, or in his absence, the Deputy Chairperson, shall preside at all meetings of the Committee and, in their absence from any meeting, the members present shall elect from among themselves a member to
act as Chairperson for that meeting, and the member so elected shall, in
relation to that meeting, exercise the functions and have all the powers of
the Chairperson.
(2) No member shall take part in any proceedings at a meeting of the
Committee, if, in the opinion of the Chairperson, he has a personal or direct
interest in any matter referred to that meeting of the Committee.
(3) Eleven members shall constitute a quorum.
