23. Annual estimates
(1) The Committee shall, on or before 31 March in every year, draw up
and submit for the Minister’s approval, an estimate of its recurrent and capital budget for the following financial year.
(2) The Minister may approve or reject the whole or any part of an estimate submitted under subsection (1).
(3) The Committee shall not, except with the approval of the Minister,
incur any expenditure in excess of the amounts specified in the estimates
approved by the Minister.
