17. Exemptions
Notwithstanding any other enactment—
(a) the Board shall be exempt from payment of every duty, rate,
charge, fee or tax;
(b) no stamp duty or registration fee shall be payable in respect of a
document under which the Board is the sole beneficiary;
(c) the Board may frank letters or postal packets or make remittances by money orders free of charge.
