2. Prohibition
(1) Except with the permission of the Commissioner of Police, no person
shall—
(a) add any tincture to any motor spirit or diesel oil so as to make it
blue;
(b) import any motor spirit or diesel oil which has been tinted blue;
or
(c) have in his possession, without sufficient excuse or justification,
any quantity of motor spirit or diesel oil which has been tinted
blue.
(2) Any person who contravenes subsection (1) shall commit an offence.
