28. Leaf tobacco delivered
All leaf tobacco accepted by the Board from a producer, or which is forfeited to the Board, shall become the property of the Board, and the Board
may sell, pack, adapt for sale, export, borrow money on the security of it,
and may destroy or utilise it for any purpose that the Board may decide
upon.
