16. Detailed schemes
(1) (a) As soon as an outline scheme has been brought into effect, the
committee may prepare, in respect of any part of the planning area, a detailed scheme, or may adopt with or without modification any detailed
scheme proposed by the owner of any land within the area.
(b) A detailed scheme under paragraph (a) may make provision for
any of the matters set out in the Second Schedule or, on the directions of
the Board, any matter set out in the First Schedule.
(2) Where a detailed scheme has been prepared or adopted under subsection (1), the scheme shall be published, considered, approved and therein
dealt with as if it were an outline scheme save that the functions and duties
of the Board shall be carried out by the committee, and the functions and
duties of the President shall be carried out by the Minister on the advice of
the Board.
