54. Essential facts (1) After any hearing has been held and the Investigating Authority has completed verification of information collected in the course of the investigation and, in any event, not less than 30 days before the proposed date for the final determination, the Investigating Authority shall inform all interested parties, in writing, subject to the confidentiality requirements of section 36, of the essential facts under consideration which will form the basis for the decision whether to apply definitive measures. (2) Interested parties shall submit comments, if any, on information disclosed to them pursuant to this Article, in writing within 15 days of the disclosure.
