14. Responsibilities for accidents
The promoters or lessees or assigns, as the case may be, shall be answerable for all accidents, damages and injuries happening through their act

or default, or through the act or default of a person in their employment by
reason or in consequence of any of their works or carriages, and shall guarantee the Permanent Secretary and other authorities, collectively or individually, and their officers from all damages, or costs in respect of such accidents, damages or injuries.
