10. Operations and hearing of Commission
(1) The Commission shall, subject to this section, begin its operations at
the end of the preparatory period referred to in subsection (3) and complete
its work within 24 months.
(2) The President may, by written instrument and for good cause shown,
extend the operations of the Commission for a further period of 6 months.
(3) Before the commencement of the period of 24 months specified in
subsection (1), the Commission shall have a preparatory period of 3 months
during which it may undertake all tasks necessary to ensure that it is able to
work effectively from the commencement of its operations.
(4) Subject to subsection (5), the hearing of the Commission shall be
open to the public.
(5) Where the Commission is of the opinion that it is in the public interest
to do so or that there is any likelihood of harm ensuing to any person as a
result of the proceedings being open to the public, it may refuse to allow the
public to be present at any hearing before it.
