16. Delegation of powers within Authority
The Board may, where appropriate, delegate such powers of the Authority as may be necessary to the Chairperson, the Director or to any other officer of the Authority, for the effective performance of the functions conferred
on the Authority under this Act, other than the power to—
(a) borrow money;
(b) grant, revoke, suspend or amend an undertaking authorisation;
(c) determine, approve or modify a tariff; or
(d) appoint staff or set their level of remunerations.
