16. Exemptions
Notwithstanding any other enactment—
(a) the Secretariat shall be exempt from the payment of duty, rate,
charge, fee, tax or licence fee;
(b) no stamp duty or registration fee shall be payable in respect of
any document under which the Secretariat is the sole beneficiary.
