Section 16: Meetings of Council

16. Meetings of Council (1) The Council shall meet as often as the Chairperson may determine but at least once every month. (2) A meeting of the Council shall be held at such time and place as the Chairperson may determine. (3) At a meeting of the Council, 7 members of the Council, including the Chairperson, shall constitute a quorum. (4) The Director shall, unless otherwise directed by the Council, attend every meeting of the Council and may take part in its deliberations, but shall not have the right to vote. (5) The Council shall designate an officer to act as Secretary to the Council, who shall — (a) prepare and attend every meeting of the Council; (b) keep minutes of proceedings of every meeting of the Council; and (c) have such other duties as may be conferred on him by the Council. (6) At any meeting of the Council, every member of the Council shall have one vote on a matter in issue and in the event of an equality of votes, the person presiding shall have a casting vote. (7) Where a member of the Council or a person related to him by blood or marriage has a pecuniary or other material interest in relation to any matter before the Council, the member shall — (a) disclose the nature of the interest before or at the meeting convened to discuss that matter; and (b) not take part in any deliberation of the Council relating to that matter. (8) Subject to this section, the Council shall regulate its meetings and proceedings in such manner as it may determine.
