11. Delegation
The Authority may delegate to its Chairperson or to the General Manager
such of its powers as may be necessary for the effective management of the
Authority other than the power—
(a) to borrow money or raise loans;
(b) to enter into any transaction in respect of capital expenditure
which exceeds 200,000 rupees.
