3. Necessary qualifications
No person who—
(a) is under the age of 21;
(b) is not a Commonwealth citizen;
(c) has not been employed for at least 5 successive years by a
commercial house or by a broker; or
(d) is an undischarged bankrupt,
shall be appointed a broker.
