23. Time of civil marriage
(1) Subject to sections 24A and 24B, a civil marriage shall not take place
until after 10 days from the publication of the marriage under section 19.
(2) Where the marriage does not take place within 3 months from the publication, a new publication shall be made before the marriage is celebrated.
