9. Meetings of Council
(1) Subject to subsections (2) to (5), the Council shall regulate its meetings and proceedings in such manner as it may determine.
(2) The Council shall meet at least once a month at such place and time
as the Chairperson may determine.
(3) At any meeting of the Council, 6 members shall constitute a quorum.
(4) (a) The Council may co-opt such person as may be of assistance in
relation to any matter brought before it.
(b) A person co-opted under paragraph (a) shall have no right to
vote.
(5) (a) The Chairperson shall preside over every meeting of the Council.
(b) In the absence of the Chairperson, the members present shall, in
relation to that meeting, elect one of them to act as Chairperson and exercise the functions and have the powers of the Chairperson.
