97. Making or possessing instrument used for counterfeiting gold or silver coin Any person who, without lawful authority or excuse, the proof of which shall lie on him, knowingly makes or mends, or begins or proceeds to make or mend, or buys or sells, or has in his custody or possession any puncheon, counter puncheon, matrix, stamp, die, pattern or mould, edger, edging or other tool, collar, instrument, press or engine, which is adapted and intended for the false making, counterfeiting or marking, of any gold or silver coin mentioned in sections 92 to 96, shall be punished by penal servitude.
