7. Approval of Minister
(1) Subject to this Act, no person shall commence any undertaking for
the supply of electricity without previously obtaining the Minister’s approval,
to be signified by Proclamation in which the area of supply is defined.
(2) The Proclamation shall not be issued until the undertaking is certified
by the Board to be in a fit condition to commence working.
