30. Interventions of Director (1) Where the owner of a pollutant which is spilled— (a) is reasonably suspected of contravening section 29 (2) (c); (b) cannot promptly be identified; (c) requests the assistance of the Director in relation to a spill, the Director may initiate any action and take any measures necessary in the public interest to prevent, eliminate or reduce the adverse effects on, and to restore to its previous state as far as is practicable, the environment. (2) In the event of a spill, the Director may direct the owner of the pollutant which is spilled, or any other person, to take such action within such period of time as he may specify in order to— (a) prevent, eliminate or reduce the adverse environmental effects of the spill; (b) restore as far as is practicable the environment to its previous state; (c) dispose of, or in any way deal with, the pollutant or any object reasonably suspected to be affected by the pollutant. (3) The Director may direct any person conducting an activity which may, in the Director’s opinion, cause a spill— (a) to prepare a contingency plan to the satisfaction of the Director; or (b) to make such modification as he thinks appropriate to an existing contingency plan.
