27. Regulations
The President may make such regulations as he thinks fit for the purposes
of this Act and in the interest of public safety, the protection of life and
property and the avoidance of accidents, and, without prejudice to the
generality of this power, he may, by regulations—
(a) prescribe the fees to be paid for anything to be done under this
Act;
(b) classify different kinds of explosives;
(c) provide for the report of and inquiry into accidents involving
explosives.
