18. Simultaneous requests (1) Where requests for the surrender of an offender are received from more than one foreign State, the Minister may, having regard to the circumstances of the case, surrender the offender to such foreign State as he thinks fit. (2) The Minister, in determining to which foreign State the offender should be returned, shall consider all the circumstances of the case and, in particular— (a) the relative seriousness of the offences; (b) the relative dates on which the requests were made; and (c) the nationality, citizenship or the ordinary residence of the offender.
