61. Conduct of reviews
(1) Where the subject of an application for review is a decision of the Enforcement Committee, the Commission shall be a party to the proceedings.
(2) The Commission may, in respect of any other decision, be a party to
the review proceedings.
(3) Any party to the proceedings before the Review Panel may be represented by counsel or attorney or other representative duly authorised by him
who shall be allowed reasonable opportunity to present the case and in particular, to inspect documents which the Review Panel proposes to consider
in determining the case.
(4) The Review Panel shall not be bound by the rules of evidence but
may remain guided by them on any matter as it considers appropriate in the
circumstances.
