9. Refusal of licence or employee permit
The Commissioner shall refuse a firearm licence or employee permit to
any person who—
(a) is prohibited by this Act from possessing a firearm; or
(b) by reason of non-compliance with any other criteria specified in
section 6 (2), is considered by the Commissioner as being unfit
to be entrusted with a firearm.
