4. National forest
(1) The Minister may, by regulations—
(a) declare any State land which is a forest to be a national forest;
and
(b) specify the boundaries of every national forest.
(2) Any area declared to be a national forest shall be inalienable and shall
not be devoted to any use other than as forest land.
