14. Syringe, needle and paraphernalia kit exchange
(b) in subsection (1), by deleting the words “syringes and
needles” and replacing them by the words “syringes, needles
and paraphernalia kits”;
(c) in subsection (2), by deleting the words “or a new needle”
and replacing them by the words “, new needle or new
paraphernalia kit”;
