9. Delegation
(1) The Commission may, subject to such instructions as it may give,
delegate to the Secretary such of its powers and functions as may be
necessary for the effective management of the day to day business and
activities of the Commission.
(2) The Secretary may, with the approval of the Commission, delegate
his powers and functions to such officer as he may designate.
