35. Functions of Council The Council shall advise the Minister on any matter relating to— (a) the promotion of the interests of consumers, purchasers and other users in respect of— (i) the quality and variety of information and communication services including telecommunication services provided; (ii) the information and communication equipment including telecommunication equipment and facilities supplied; (iii) the effect of the tariff policy adopted by the Authority; (b) the promotion of research into, and the development and use of, new information and communication techniques including telecommunication techniques; (c) the improvement of information and communication services including telecommunication services; (d) information and communication technologies including telecommunications which, in its opinion, should be referred to the Minister; (e) information and communication technologies including telecommunications which may be referred to it by the Minister or by the Authority.
