31. (1) This section applies to an application that is made under paragraph 27
or 28 or 29 or 30.
(2) If the applicant is not the Official Receiver or liquidator the applicant
shall name and serve the Official Receiver or liquidator (as the case may be) as a
party to the proceeding.
(3) The debtor and any creditor may give notice to the Court hearing the
application, and, on doing so, become parties to the proceedings.
