19. Right to vote at Municipal City Council, Municipal Town Council or Village
Council election
(1) Subject to subsection (2), any person who is registered as an elector
in a city, town or village shall be entitled to vote in such manner as may be
prescribed at any election for that city, town or village, unless he is prohibited from so doing by any enactment where—
(a) he is a returning officer; or
(b) he has committed an offence connected with elections.
(2) No person shall be entitled to vote where, on the date fixed for polling, he is in lawful custody or, except insofar as may otherwise be
prescribed, he is, for any other reason, unable to attend in person at the
place and time fixed for polling.
