70. Human resource management principles
(1) Every Chief Executive shall ensure that principles of human resource
management are applied to employment in the administration of a local
authority, and shall take reasonable steps to ensure that those principles are
known to every officer.
(2) The appropriate Chief Executive shall ensure that—
(a) every officer—
(i) is given reasonable access to training and development;
(ii) is afforded equal opportunities to secure promotion and
advancement;
(iii) is treated fairly and consistently, and not subject to arbitrary decisions;
(iv) has access to suitable processes to deal with grievances
concerning working conditions or the decisions of supervisors;
(v) is given regular reports on his performance;
(vi) is provided with safe and healthy working conditions; and
(b) there is no unlawful discrimination against officers in the administration of the local authority on the ground of sex, sexual orientation, marital status, pregnancy, race, caste, opinion, physical
or intellectual impairment, age or any other ground and that
there is no other form of unjustifiable discrimination exercised
against officers.
