16. Treatment of patients
(1) No person shall be administered treatment at a centre unless—
(a) he suffers from a mental disorder; and
(b) he or his next of kin consents to treatment.
(2) Where a person is unable to give his consent and his next of kin cannot be traced or refuses to give consent, the treating psychiatrist shall submit the treatment plan specified in section 18 forthwith to the Commission
for approval before any treatment is given.
