39. Neglect, abuse or cruelty
Any medical officer, psychiatrist, officer or other employee of a centre
who commits any act of abuse or cruelty towards any patient or security
patient shall commit an offence and shall, on conviction, be liable to a fine
not exceeding 5,000 rupees and to imprisonment for a term not exceeding
2 years.
