85. Power to restore certificate
Where a certificate has been cancelled or suspended under section 82, 83
or 84, the Director may, if he thinks that the justice of the case so requires,
re-issue the certificate, reduce the period of suspension and return the certificate or grant a new certificate of the same or a lower grade in place of
the cancelled or suspended certificate or reinstate the previously withdrawn
recognition of a certificate.
