25. Power to summon
(1) The Permanent Secretary may summon in writing any person whom he
has reasonable cause to believe to be able to give any information relevant to
any inspection, examination or investigation, to attend at a time and place
specified and to give such information or to produce any relevant document.
(2) Any person summoned under subsection (1) who—
(a) fails to attend at the time and place specified in the summons;

(b) refuses to answer satisfactorily any question put to him by the
Permanent Secretary;
(c) gives any false or misleading information;
(d) refuses to produce a document required by the Permanent
Secretary,
shall commit an offence.
