34. Treatment
No person shall administer a therapeutic substance by way of treatment
unless—
(a) he is, or is acting under the directions of, an authorised person;
or
(b) he is the master, or a person authorised by the master, of a ship
or aircraft which does not include among its crew a medical
practitioner.
