24. Licensing
(1) No person shall provide any port service or facility unless he is
authorised to do so by a licence granted by the Authority.
(2) Any application for the grant of a licence under this section shall be
made in writing and shall contain, or be accompanied by, such information
and documents as may be specified by the Authority for the purposes of determining the application and the suitability of the applicant for the licence.
(3) The Authority shall not, by the issue of a licence to a port operator
under this section, incur any liability for any loss or damage occasioned by
any act, omission or default of such operator.
