35. Estimates
(1) The Commission shall, not less than 3 months before the commencement of every financial year, submit for approval, to the Minister to whom
the responsibility for the subject of finance is assigned, an estimate of the
income and expenditure of the Commission.
(2) Notwithstanding any review of such estimates or any consideration
given to them by the Parliamentary Committee prior to their submission to
the Minister, the final decision shall rest with the Minister to whom responsibility for the subject of finance is assigned.
