17. Costs
(1) Notwithstanding any other enactment, no costs shall be allowed in
any proceedings under this Act, nor shall any aggrieved person appealing
against any decision under section 16 (1) be required to furnish any recognisance to prosecute the appeal.
(2) Notwithstanding any other enactment, all civil, judicial and extra judicial acts, and all documents made use of or produced before the Court, in
any matter arising out of or brought under this Act, shall be exempt from
registration and stamp duties and from the payment of any fees.
