47. Payment
(1) Subject to such specific terms of a procurement contract as may be
prescribed, payment shall be made on the basis of the submission of a
proper invoice.

(2) Payments due to a supplier shall be made in accordance with the
deadlines set out in the procurement contract and the supplier shall be compensated for late payment by payment of interest in accordance with the
rate specified in the contract or, if no such rate is specified, at the legal rate.
