13. Temporary detention centres
Where it appears to the Commissioner that—
(a) the number of detainees in an institution is greater than that
which can be conveniently kept there and that it is not convenient to transfer the excess number to another institution; or
(b) owing to the outbreak of an epidemic within an institution or for
any other reason, it is desirable to provide for the temporary
shelter or safe custody of any detainee outside the institution,
he may, with the approval of the Minister, make provision for the temporary shelter and safe custody of a detainee in a temporary detention centre.
