3. The Commissioner
(1) Subject to this Act, the administration of the institutions and the control and supervision of detainees shall be vested in the Commissioner.
(2) Any power exercisable by the Commissioner under this Act may be
exercised by a Deputy Commissioner or an Assistant Commissioner and, by
direction in writing of the Commissioner, by an officer not below the rank of
Assistant Superintendent.
(3) The Commissioner may, subject to this Act, make standing orders
and give administrative directions to the officers.
(4) No civil or criminal action shall lie against any officer or any other
person in respect of anything done or ordered to be done in good faith under
any standing order or direction made or given under this section.
