4. The officer in charge
In every institution there shall be an officer in charge designated by the
Commissioner, who shall—
(a) supervise and control all matters in connection with the institution to which he is appointed;
(b) keep such records as the Commissioner may direct; and

(c) be responsible to the Commissioner for—
(i) the conduct of officers and the treatment and training of
detainees under his control; and
(ii) the due observance by officers and detainees of this Act and
any standing order or direction made or given under this Act.
